No, you can use the solution by using EOIP via Mikrotik if you do not have an AS number. However, if you do have an AS number, you can use the solution with BGP for an additional cost of 0.99€ per month for BGP announcement.
How many additional IP addresses can we have via EOIP?
There is no limit to the number of additional IP addresses you can have via EOIP. You only pay 2.99€ (one-time) per IPv4.
